Vision 2000 and Ste.Agathe
The village
of Sainte-Agathe has been selected amongst others in the Rural Municipality
of Ritchot to be a model of rural development, a vibrant satellite community
outside the city of Winnipeg.

It
has therefore been the objectives of the Municipality
-
strengthen
the existing urban centre of the village
-
provide opportunities to establish agro-commercial/ agro-industrial
uses
-
provide, in designated locations, an alternate and/or enriched residential
lifestyle
VISION 2000 is
a statement of intent, a long range development framework for the purpose
of encouraging as well as guiding future growth of the entire community.
The concept plan builds upon and takes maximum advantage of the environment,
resources, heritage, infrastructures, and amenities that are already
in place and develops them to their fullest potential.
The unique characteristics
of this area can be listed as follows:

Is
a strong Franco-Manitoban community with a deep cultural heritage.

Is closely Iocated to other Franco-Manitoban communities in southern
Manitoba.

Has rich cultural and historical amenities.
-
Is strategically located on highway No. 75 at the intersection of
PR 305.
-
Is protected form flooding by a dike.
-
Lies along the west bank of the Red River.
-
Has potential for recreational. facilities and agro-based industries.
-
Is in close proximity to major commercial centres (Winnipeg, Steinbach,
Moms)
-
Is approximately 70 kilometres from the United States border.
-
Is strategically situated for the Mid Continent Trade Corridor.
The goals of our
VISION 2000 are to
- Develop the economy
of the community by strengthening the commercial and industrial zones
- Ensure a
continued and controlled growth of the community
- Create an urban
fabric, especially the main street which is culturally, socially and
commercially vibrant
- Take full advantage
of the existing resources, both physical and cultural, and develop them
sensitively and effectively
- Improve the residential
environment by ensuring a control development and improved amenities
- Increase the
recreational and leisure amenities taking fuller advantage of the environmental
attributes of the area
- Maximize the
benefit of the ideal location of the village.
VISION 2000 recommendations
are intended to supplement the Municipality's proposals, codes and ordinances,
and are not intended to abrogate its rules, regulations and authority.
By design, this would
be a friendly, cohesive community, providing a healthy environment for
all, an opportunity for increased industrial and commercial development
while treading lightly on the nch plaine landscape and celebrating its
cultural heritage.
Until recently, the
dominant social and economic character of Ste-Agathe has been agriculture.
Today, a renewed interest in other commercial ventures and agri-based
industries has spurred the need for further development. This new interest
in rural lands is anticipated to have a positive impact on the village
growth. The plan addresses issues that will ensure future growth to be
within the natural limits of its landscape and ensure its beauty, special
character and uniqueness.
The boundaries
of Ste-Agathe have been redefine as
- westward to the
Ritchot/McDonald municipal boundary,
- southward on the
west side of the Red River to the boundary of lots # 545 - 547,
- on the east side
of the Red River to the · boundary of the Rat River on PR #305
drawing a perpendicular line southward to the boundary of river lots
#544 - 546 northward
following the Rat River to the intersection of the Red River,
- northward on the
west side of the Red River to the boundary of river lots # 595 -597.
The local improvement
boundary for the purpose of this plan has been redefined as
- westward to the
Canadian National Railway
- eastward to Route
200
- northward to the
boundary of lots # 577 - 579
- southward to the
boundary of lots # 551-549.
The first aspect
is to identify various sites that can support major social activities
specific to Ste-Agathe by creating nodes of special activities that are
self-sustaining and dynamic, and by linking these so that they compliment
and reinforced each other in order to achieve balance and vitality in
the village development.
The proposal embraces the entire site and offers a mixed program including
housing, office, commercial, cultural, entertainment, recreational and
public oriented facilities.
THREE AREAS STUDIED
- The area west
of the village bounded by PH No. 75 to the east and the Canadian National
railway to the west has been identified for light industrial development.
- "The Heritage
Village "and the surrounding areas with PH No. 75 to the west and
the Red River to the east is recommended to maintain its residential
characteristics with light thematic commercial and institutional ventures.
- The area east
of the village bounded by the Red River to the west and Route 200 to
the east is iderrtiñed to be suitable for seasonal recreational
facilities.
